Project Overview

In 2024, Fountain was awarded a Safe Streets for All (SS4A) grant to develop its first transportation safety focused action plan. This first-ever City of Fountain Safety Action Plan (SAP) will identified safety concerns, developed a toolkit of solutions, and established a prioritized program of actions to effectively move the needle toward ZERO fatal and serious injury crashes in the City. The framework to accomplish this goal was based on comprehensive safety analysis, focused community engagement, impartially distributed safety actions, and transportation policy reform. The process resulted in actionable strategies and projects to improve transportation safety for the citizens of Fountain.

This new transportation safety plan will help the City of Fountain position itself to achieve its “Vision Zero” goal by reducing the number of deaths and severe crashes. At its core, this goal is inspired by the belief that traffic collisions are preventable, and even one loss of life is too many. The plan was developed through a data-driven process to improve safety in the city by first analyzing crash data for the region to develop and understanding of where, why, and how crashes occur. The completed plan will guide Fountain and partner agencies in improving safety through implementation of recommended countermeasures based on the safety data analysis, road safety audits, and a prioritized list of projects.

As a part of this effort, the project team conducted an analysis of safety data, identified priority locations for further review based on the results of crash data analysis, sought stakeholder and public input, identified countermeasures for priority locations, and conducted road safety audits for priority locations. The project team developed a toolkit of best practices to address those key factors, created a prioritized list of projects, developed recommendations for public policy reflecting the city’s support for moving towards Zero Deaths, identified recommendations for improving safety beyond infrastructure solutions, and produced a final report and implementation plan.

End Results

Throughout the development of the plan, the City of Fountain and project team worked with transportation safety stakeholders, coordinated with state partners, and sought input from the public. 

 

The ultimate goal was to establish a Transportation Safety Program that will continuously monitor and react to high-risk locations, one that is equitable and able to identify a range of cost-effective projects for implementation. New policies and processes were developed to support safety for all modes of transportation along with citywide considerations for implementation of the SAP.

 

Both engineering (improvements/actions) and non-engineering (programs) countermeasures to improve safety were identified and prioritized for implementation. The Safety Action Plan also produced a user-friendly dashboard that can be accessed through this website to enable continuing tracking the effectiveness of Safety Action Plan program and project implementation. ​
