Fountain's Safe Streets for All (SS4A) Grant

Fountain was awarded a Federal Highway Administration (FHWA) SS4A grant in 2024 to develop a Safety Action Plan (SAP). The SS4A Safe grant program seeks to eliminate fatal and serious injuries for all roadway users. Communities with compliant adopted plans are eligible for additional SS4A funding for implementation. The Safety Action Plan (SAP) will provide a toolkit as the basic building block to significantly improve roadway safety in the City of Fountain.

Safe Systems Approach Objectives
The FHWA's Safe Streets for All Safe Systems Approach
is defined by five objectives: 

  • Safer people

  • Safer Roads

  • Safer Vehicles

  • Safer Speeds

  • Sound post-crash care

It embraces six key principles:

Safety Action Plan Partners

Development of the Fountain SAP brings multiple stakeholders and disciplines together to unite behind common goals. This partnership to improve roadway safety utilizes a multidisciplinary approach that brings six "E's" to the table to improve roadway safety:

  • Enforcement

  • Emergency Response

  • Engineering

  • Education

  • Equity

  • Engagement

Safety Action Plan Planning Process

The Fountain Safety Action Plan (SAP) will be developed using a seven-step process. The SAP will provide a toolkit is the basic building block to significantly improve roadway safety in the City of Fountain.

  • Project oversight

  • Data collection

  • Data screening and analysis

  • Community engagement-solicit feedback

  • Development of toolbox of strategies

  • Development of dashboard to monitor safety data

  • Finalization and implementation of plan

SAFETY ACTION Plan Components

City of Fountain's Safety Action Plan (SAP) will provide the basic building block to significantly improve roadway safety in the City of Fountain. The FHWA's SS4A Grant Program requires the City to include eight components in the Safety Action Plan:
